Apple to Remain Neutral On Independent Software Development For The iPhone

Apple’s vice president of iPod Product Marketing said, “Apple doesn't oppose native application development, Apple takes a neutral stance - we're not going to stop anyone from writing apps, and we're not going to maliciously design software updates to break the native apps, but we're not going to care if software updates accidentally break the native apps either.” In short Apple will not stop iPhone coders and will not intentionally break the apps with firmware updates. Now my guess is since iPhone and iPod Touch run on same software, applications made for iPhone should theoretically run on iPod Touch also.
